THIS WEEK THE VERKHOVNA RADA OF UKRAINE MAY FINALLY START DECENTRALIZATION AND INITIATE THE FIGHT AGAINST CORRUPTION

Four important draft laws, on the adoption of which the RPR experts have been insisting, are put on the Verkhovna Rada agenda for tomorrow - Feb, 5, 2015.
One draft law is related to fighting the corruption and ensuring the transparency of the public finance system No. 0949 “On the Openness of Public Finance Use”. Two draft laws would lay foundation for the actual launch of power decentralization, which the politicians had been promising during the last 10 months: Draft Law No. 0915 “On Voluntary Associations of Territorial Communities” and Draft Law No. 0908 “On the Fundamentals of the State Regional Policy”.
And one more draft law No. 1647 “On the Amendments to the Law of Ukraine “On Protection of Public Morality” (on state supervision)” enables the abolishment of the National Expert Commission of Ukraine on the Protection of Public Morality.
Upon approval of the Draft Law No. 0949 the state funds holders will be obligated to quarterly disclose at the dedicated uniform web portal the information on planned and actual use of funds, in particular, payments under concluded contracts or funds for business trips. Thus, the citizens of Ukraine would be able to see the extent of transparency and efficiency of the state funds use.
Draft laws on the decentralization of power are aimed to create legal conditions and opportunities for the following:
- consolidation of territorial communities via their voluntary associations;
- formation of capable territorial communities whose main duty would be to improve the response to the citizens’ needs;
- creating prerequisites for improvement of the local self-government bodies on the respective territorial basis.
Draft law No. 1647 enables the liquidation of the National Expert Commission of Ukraine on the Protection of Public Morality, which is a commitment, included into a Coalition Agreement, as well as a demand of the Council of Europe. Nine state institutions already perform the same functions according to the Constitution and acting laws of Ukraine. The abolishment of this Commission will save more than UAH 4 mln each year.
Experts of the Reanimation Package of Reforms expect that public arguments expressed in the last few days to support and highlight the importance of these draft laws would persuade the MPs to take these important decisions by voting in the Parliament and to launch these important reforms ranked as top priority ones by the civil society and supported by the international partners and donors of Ukraine as soon as this week.
